Is there a way to change the time displayed on canvas from the 12-hour format to the 24-hour format? Although it is an easy mental conversion, I have grown accustomed to reading time in the 24-hour/military time format rather than utilizing AM/PM, and believe this feature would be convenient not only for myself, but also for other users.

This is not a currently implemented setting. A previous Idea was suggested for this but it was marked as Archived, so not something Instructure is currently planning to implement either:

There is a way to force this, but it is not due to any setting to change the time format. If you go into your account settings and change the language to English (United Kingdom), it will cause the system to report times in 24 hour format and correctly formats it for the Time Zone you have your account set to display. Get to your User Settings by clicking on your Account icon at the top of the site navigation on the left.

Thanks for posting your solution for this issue. Just a heads-up: when you change the settings in your profile, it will also update the calendar. Monday will be the first day of the week instead of Sunday. I wish there was a way to change the time and date separately to prevent this, but I figured I'd put in my two cents in case someone was confused by the switch.
