I'm sorry to hear you're struggling with the new assessment creation, but I think once you get the hang of it, it will be easier. Here is our guide with some details that should help:

You can use the Item Filter to find only items in the Mastery Item Bank.

A new key point is, as you mentioned - there is no Save button. The assessment is saved automatically as you create it. You can leave it in "draft" state by clicking the Exit button and just come back to editing it later. Or, if it's all set, you can click the Create button to take it out of draft. If you haven't added it to any trackers, you can always edit it and convert it back to draft if you do end up needing to edit it later.
As for multi-standard test reports, that should be working as it always has, along with a possibly easier new way. You can still get to reports by opening your tracker, viewing the Students tab, clicking a multi-standard assessment standard, then clicking the assessment name. Or a new way using the tracker Assessments tab might be simpler, and that is described here:
