I have created a captivate 2019 VR 360 tour . I need to place it in a lesson module so that students can open it on their computer or phone and work through the tour. I published the lesson as a zip file, and then loaded the file into the module. I understand that Canvas will open the zip files, then open the project for students to view and interact with. Instead, it sits on a perpetual "The document preview is currently being processed. Please try again later." message.
How do I post this published Adobe Captivate lesson into a module so students can use it?

Up front, I am not super familiar with Adobe Captivate. I know that canvas does have certain limitations when it comes to what types of files can be previewed. HERE is a list of the different files types that can be previewed in Canvas LMS.
If you are seeing that the file cannot be previewed, it might be due to the file type and students will have to download and open it up outside of Canvas. Without being able to look at your specific example, I would not be able to answer if that is the case or not.
You can always try and submit a ticket to support to see if they can verify if that is the case.
