Yes, an instructor can revise, edit, or delete a student's response to a discussion post. As an instructor, I will occasionally edit a student's response if the student has used wonky formatting or created a duplicate response.
No, another student cannot revise, edit, or delete a classmate's response to a discussion post.

I just tested this in Canvas as a teacher. I can revise my (the teacher's) posts and I can revise a student's posts.
I do not think a student could revise another student's posts.
Assuming you are a student, and you are worried someone edited your post:
Start taking and saving screen captures so you have proof. Complaining without proof will not help.
Ask your instructor if they edited your post.
