Can I manually enter a student into my Canvas course if they are not enrolled in the course through CTC Link?

Students do not have access to my Canvas course if they are not officially enrolled. If they are dropped from a course (usually due to not paying tuition on time, they are deleted from the Canvas course. I'm OK with that.

However, some students are dropped due to non-payment because there is a delay in them receiving financial aid. They are allowed to continue to come to class during that time until they get tuition payments and financial aid straightened out.

I put a lot of necessary coursework on Canvas for my students. If they don't have access to it, it makes it difficult for them as well as for me. I can't post weekly test scores for them, grades, attendance and feedback. I have to keep a separate record of all their work so that when they do finally become registered, I can manually enter in test and project scores. 

Is there a manual way for me to enter a student into Canvas?

This is really a question for your institution. At my community college district, we are not allowed to enroll students into our courses. Enrollment is all done through SIS. I think you may run into some issues with your school if you try to enroll these students into your courses without official permission to do so. The issue is not so much technical, but procedural.
