I know question bank migration to New Quizzes has been an ongoing issue for 3 years now. I still cannot wrap my head around how this issue has not been solved yet.
However, today I tried to migrate an old quiz to a new quiz with the expectation that I would have to use the painful process of adding each individual question to a new item bank (what we have all been doing for several years now!). When I opened the new quiz, I was stunned to see that the migration process had separated out the different point value questions into their own item banks. I thought, Hallelujah! They finally fixed it!
But of course, Canvas instead played a cruel joke. While these questions are in separate item banks, there is no way to edit or even access these item banks. They're ghosts! They don't show up in my list of item banks, I can't search for them, and I can't access them directly from the quiz. Unless I want static item banks that never change and that I don't have access to, these are absolutely useless.
I don't understand why Canvas can internally create these item banks but not allow the user to have access to them. How simple would it be to just add these new item banks to our account? Has anyone had any success with this? Do I need to wait for them to appear magically in my account a week later?
For now, I'm back to migrate, click edit, click item bank, click done, and repeat a thousand times for every question I've ever made.
Hi @justinjoslin it does look like something is in the process of changing, though it doesn't yet seem "ready" that's for sure...
I tested two migration scenarios to clarify.
1) Quiz with a Question Bank (the group is "linked" to a bank) - Did not migrate - an error showed that there were 0 questions in my bank and student preview did not work. Unsuccessful.
2) Quiz with Question Groups where the questions were not "linked" to a bank. The questions transferred into Item Banks and there were no errors and I could preview them from the student view but like you mention the Item Banks were not owned by me and I could not see them as an instructor so there is a permissions issue - not very useable yet.

Hello, @justinjoslin, a few of our instructors have experienced the 2nd migration scenario @kroeninm describes, and we *think* we have found a work-around for retaining access to editing/adding questions to a question group after migration. It's pretty labor intensive and involves moving the questions out of their respective group(s) and leaving the question groups "empty" prior to migration, but once the New Quiz has been imported to the course, the questions can then be added to an Item Bank created specifically for that group, and then sourcing that bank back to the question group.

In addition to the issue described, though I can see the migrated banks in my admin personality (but not when I login with my non-admin personality). I also cannot figure out how to delete the test item bank created by during migration even as an admin. Clicking on the delete button does nothing - no dialog box with warning message like when I tried to delete an item bank I created manually. Is this the case for others as well?
I don't have admin access to my courses account so can't verify your question about Item Banks @mskoch .
But just to confirm about bulk migration and save you some time.
I tested out the new Bulk Migration tool in Beta today and it has the same issues as the individual quiz migration so they haven't incorporated any additional updates to it. The Question Banks and Question Groups do not yet migrate over smoothly.
It was quick for the quizzes to migrate however so that's a step in the right direction!.

@justinjoslin , @kroeninm , I am curious whether you have seen New Quizzes Item Bank permission issues resolved since these initial post and replies in late 2021. I have recently used the migration approach of setting up a Classic Quiz with Question Groups containing the questions that I intend to become Item Banks then using the single quiz Migrate option. It seems that the result is an Item Bank for each question group with expected behaviors, including the option to share the banks or edit the questions within the banks. Is it working for you both now?
