Students in course not added to tracker

I have linked a tracker to my course and a few students are not showing up on the tracker, but they are showing up in the course. I have tried to link a new tracker, but it still will not show some students on the tracker.

Is there a way to manually add students to a tracker who are in the course?

Our tech team is on it and is working with instructure. Its an issue with the crossover we use to pull student info. I'm guessing they are trying to change student info on our side so that it will crossover like the others.
