This is certainly possible. Under the "More Options" section of a question, you can ensure that the scoring method is set to eQuivsymbolic. This will allow what you have above to work. It will look for anything that is mathematically equivalent, no matter the format, as long as it's valid.
So in this case, just set the answer as -4 and ensure it is set to equivalentsymbolic and it will accept answers such as -4/1, -6+2, etc. Literally any math that results in -4 as the answer.
But that isn't what the original poster asked. They don't want any mathematically equivalent answer to be correct. They want the simplified answer to be full credit and the not simplified answer to be half credit.
I am having the same issue-I have a question which I wrote to have responses that allow partial credit. MasteryConnect will score the partial credit on the question but leave the points off of the total which nearly defeats the purpose.
