Why is the default 'On' for this feature preview?

Hi. I am going to turn the discussion redesign feature on but leave it off by default, so it can be enabled at the course level. The release notes say that it is Off by default but when I enable it, it says On by default. Is it possible to change this?

Is this at the course level or account/sub-account level?

In our instance we have the feature option off at the account level but unlocked. This allows the faculty to decide in their own courses whether to turn on the feature or not.

Yeah, I'm an idiot and figured it out shortly after posting. The scary thing is that I asked this same question a year ago or so. That little lock icon just doesn't make sense to me.
