For an assignment there isn't a way to open it for a specific student. If it was a quiz there is a way to unlock the quiz for a specific student via the Moderate Quiz settings, but Assignments and Discussions don't have that setting. For Assignments and Discussions what I recommend to faculty is to extend out the "until" date on the assignment and then notify the student who needs to submit it that its available. If you extend the until date it won't change the due date already set for the assignment so students won't automatically know that it has opened back up again. As soon as the student submits then close it back up.
Your suggestion works, but I want to point out that it is possible to open an Assignment up to just one student in a class.
If a student just needs more time to submit an Assignment, then click on +ADD to create a new set of dates. Put that student's name and new dates there. Note that the original date box will now say "Everyone Else."
If you want a student to resubmit an Assignment, again use +ADD to change the dates for that student. The instructor may also need to increase the number of submissions allowed. Finally, the instructor can also click on "Resubmit Assignment" in SpeedGrader to put the Assignment back on the student's To-Do List.
If you want to give a special Assignment to just one student, create the Assignment. Then in the date box, remove "Everyone" and type in the student's name. Only that student will see the Assignment. No one else will even know that it exists.

Your subject line doesn't provide much detail. Could you please provide more information about the question you are asking? For example, I assume you are an instructor?
