Hello, I am following up on this post, as I am having the same exact issue.
Essentially, I cross-listed courses after the first term, which I now know I should haven't done. That said, to prepare for the cross-listing, I exported the cross-listed course's gradebook as well as all of the assignment submissions. Once cross-listed, I was able to successfully import the new section's gradebook. However, I was am unable to upload their submissions.
My inkling is that it has to do with the file name. If I re-upload those prior submissions using the same file name as the existing submissions from the parent course, will they re-upload successfully?
Does Canvas have a standard nomenclature/numbering system for certain types of submissions once downloaded?

I'm not aware of a way you'd be able to do a bulk "submit on behalf of," which I think is your goal here (restore student submissions back to assignments in a different course shell). I honestly think this would have to be a one-by-one manual thing. There may be a way to try to automate with a script using the API, but I'm not sure if you have experience in that area. The only bulk action I know of has to do with re-uploading submissions that were bulk downloaded, but as far as I know that puts those documents back as a comment, not an original submission, and only works in the original course shell things were bulk downloaded from. Maybe someone else will know a trick that I don't, but I think this is going to be a tough one.
