Quiz Banks - I Can only see some quiz banks

I have 2 classes and each has unique quiz banks, As far as I can tell I created the classes the same way, with the same features and settings.  In each class I can see the class quiz banks.  If I open a quiz and use the Find Question, I can see all the banks from the specific class I'm in, but I can only see a few from the other class... Why can't I see all of them.  In a different Account I can see all the quiz banks from all the classes.

I could not figure out way, but I did just create a new quiz bank and moved the questions from the one that was not visible to the new one, and now all the questions are visible in this new quiz bank across all the classes in that account.  Problem fixed but not solved. 🙂
