The only way you could open a module for one student before others would be by using pre-requisite and requirements.
You could make it a prerequisite to complete module 1 before accessing module 2, and put a requirement on module 1 to have the students complete an assignment and leave that open for only that student, so only that one student would be able to complete it and access the next module.
Canvas doesn't have an actual option that would allow you to open a module for just one student, so the only way would be with the workaround mentioned above.
