We have a teacher getting this message repeatedly : You are attempting to save content containing course links which may not work when used in other courses. She is getting this when adding images to questions in her item banks.
She gets the alert every single time she adds an image or a document. We tested it in another course where we built a quiz and connected an item from the item bank and were able to see the image in preview.
Is this alert related to the enablement on the new RCE? The teacher reported getting this error message since mid-June.

I am sorry to hear of this issue! I recommend contacting Canvas Support to investigate why this error is occurring. They will be able to investigate further to see if there are any settings or issues triggering the error. I hope this helps!
I solved this by uploading my images into my "My Files" area - i.e., the area in Canvas linked to me, not to a particular course. I was then able to save the New Quiz with no warning message.
I agree that the "flagged" response failed to answer this, especially since the solution was rather straightforward. And it's not clear why Canvas would even allow one to add an image to an "Item Bank" question, that wouldn't also be available to other courses that might use the same Bank.

Has there been any follow up to this issue? I too am having this issue on a recent quiz I am updating with images.
I'm getting this message whenever I upload images to Item Banks for New Quizzes. For the most part, it hasn't affected the student experience, but I rely heavily on Item Banking, and I'm concerned about the implications.
A bit of an aside, but I don't know why this as tagged "Solved". I have the same question, and there is nothing in this thread that provides any clarity.
Also the exact problem I am having. Is anyone even working on this? Does anyone care? This is a huge problem for me and quite a few others. So take days and days or even weeks and just hope it gets escalated? Wow.
New Quizzes has been a mess since its inception. I'm glad that Canvas doesn't plan on sunsetting Classic Quizzes because it doesn't appear that New Quizzes will ever work well.

I am also getting this error. I see the image in the item bank and in the preview, but my students are not seeing the image in the quiz. How is "contacting Canvas Support to investigate why this error is occurring." considered problem solved. Is this what the answer to every question in. Contact customer support. Problem sovled.
I've been having this issue since August and have contacted Canvas support multiple times. I too upload images to my new quizzes item bank and the images are not always visible to my students.
This is because the images are being saved to the course's file folder (you can see this in the image link if you click on the image while editing.
Based on the very unhelpful canvas support this year (and off of the same issue last December that was fixed by a very helpful tier 2 canvas support person) .... the issue is where the file is being saved. I've tried to express this issue this year with Canvas support MULTIPLE times throughout this semester and they are unhelpful nor will they escalate to resolve the issue.
My suggestion is keep contacting Canvas support until they escalate it because in my experience tier 1 support doesn't know enough about the error message or the problem to fix it.
This is also a problem of mine. I don't dare use new quizzes if the images are not going to transfer to new classes (our district creates new classes every year that we then migrate our previous content into). This seems like a major bug that should have been fixed. Do they want us to use new quizzes or not?

I'm going to give this a shot, and hope it works. If it does you get a gold star. Although, it's kind of annoying that "New Quizzes" wouldn't automatically store images in this folder when creating questions in an item bank.

But isn't that an issue since YOU (user files) only has a small amount of space, but EACH course has its own space????
Also, wouldn't you want it in your course so when it is copy the course to another term...it goes with the course?

This problem IS NOT SOLVED. I have had nothing but problems with the New Quizzes format, and I recently LOST AN ENTIRE COURSE. Not even the head administrators from my community college (the largest in the US) were able to determine the problem. Working with the engineers from Instructure, no one was able to solve the problem. I had TWO separate Course Export Packages, and the New Quizzes were gone. This could be an entire other post, but it is relevant here as background information.
Now I'm scrambling to rebuild all of my lost work, about 40-60 hours, before the start of the course. I'm now running into this same issue with banking. As I test, I have a new quiz were all images were uploaded into each question. When I used the "Copy To" to copy the assignment into another development shell, the quiz showed all images. Checking the image links showed that the images were referencing the new course shell. For example, if the image was originally in a course with reference #1262222, the image in that shell referenced that number. When copied over to say, #1263333, the image link showed that reference: 1263333.
But when I went to bank this question, I got the error reported in this thread. Trying the suggestion posited by evensenh , I uploaded images to My Files (I put them in a folder with the course name). Then I went back to the original course (the 1262222) and went to ONE question with the uploaded image. I deleted it, and reloaded it using "User Images (rather than Upload Image)." When I uploaded the image, just as evensenh suggested, I could Add Item to Bank without getting the error.
HOWEVER, just to test things out, since EVERYTHING with these New Quizzes seems unstable, I copied this assignment into another dev. shell, just like before. This time NONE of the other images that were loaded using "Upload Image" were there--just the frustrating image text.jpg, except for the ONE image I changed that referenced the image in My Files.
How is this possible? How in one instance do the images get copied correctly with their image links linking to the new shell, and in an other instance they are GONE?! Furthermore, if I load images from My Files and copy this to another course, will students be able to access them? Can they access a link to My Files, or only to links in Course Files?
I really feel like I am being held hostage by Canvas. I keep creating materials for students, and Canvas keeps destroying it. This HAS TO STOP!! There has to be an easier way to manage these simple processes.

See solution from evensenh above. Save all images to your profile. Upload any images to quizzes from your profile. This seems to work. Good luck!
