For the sake of reducing potential timeouts, what is the recommended maximum number of students starting a quiz, classic or new, at the same time?

There isn't a documented hard number or limit of how many students can take a quiz and there have been instances where 1-2 thousand students have taken a quiz at the same time. As a best practice, (and my suggestion) I wouldn't exceed that by too much. You can duplicate the quiz if need be and assign then to different sections. It is likely that a quiz with more than two thousand participants would record everything fine, but I would keep it around there per quiz. Hopefully this helps!

As examples UBC and UW-Madison recommend groups of 200 or fewer students staggered at least 5 minutes apart. It would be helpful if Instructure published its recommended maximum.

One of the nice things about the Canvas Guides available here in the Community is that you can make suggestions to any of them if you feel there are things that are not clear, inaccurate, or need additional information. I'll use this Guide as an example:
How do I create a quiz using New Quizzes?
At the bottom of any Guide, you'll find a blue "Leave Feedback" button. This is where you can provide input for the Canvas Documentation Team, and they will review your comments to see if any modifications need to be made to the documentation. You can do this with pretty much any Guide here in the Community.
