I am unable to unpublish the courses within my School District's Canvas Instructure

The Home page is missing both the Publish and Unpublish buttons as well as the Course Status title. And is always shown on the right side vertical bar. Also, none of them are under the Syllabus either. Where else can it be? Or is this a task that my school district should do? Please advise. Thank you.
