My students continue to get this message regarding the website is under heavy load.
Interestingly, I find no advice when I search the Canvas Community for related searches.
So, I decided to head to Google and this search shows me that this is a common problem.

This may not be a full and complete answer to your question, but have you checked the Canvas Status page? There's a relatively new feature at the top of that page where you can view the uptime history for your specific Canvas environment. You can input your school's Canvas URL and get some specific data about it. Again, not sure if this will be of help to you or not, but I thought I'd pass it along just in case.

Our staff and students are seeing this error pretty regularly at this point. When we look at our canvas status page it is nothing by green.
Below is an example of the error a teacher is getting simply grading the assignments. We've figured there's about 150 students and the teacher is grading 1 paper at a time. 'Heavy Load' indeed.
Teachers and students are quite frustrated. Google points at Canvas, Canvas points at Google. Hopefully we can sort it out sometime soon.

The "heavy load" message is indeed a Google Drive problem, not just in Canvas. You can see the Drive status history here: https://www.google.com/appsstatus#hl=en&v=status
I'm guessing Google just hasn't posted an outage for today yet. We'll keep an eye out for their update.
