I no longer see the option to "find a rubric" when creating a rubric. I would like to use a rubric that I already created from another course.

Thanks for the screenshot. What you're showing there is what Canvas calls groups (or actually even more accurately "group sets"). I would have to assume that in your old class that either you or someone else with teacher/ta access to your course created the group sets and then populated them with the proper students, either in one big group inside of each group set, or in even smaller groups inside the sets. You should be able to click "Online 1", for example and see what the Groups area has under it, like is shown in the assign students to groups guide. Since you're using the free version of Canvas, I can't imagine any other way those groups would have been created.
I hope this might help you a little bit at least, even though I can't fully explain for sure how those groups were created in your prior course.

Just for clarity, are you adding a rubric to an assignment, or creating one from the rubrics area? The "find rubric" option will only appear when you're attaching a rubric to an assignment, so I'm wondering if that's where the issue might be.

Yes, that was my issue. Thanks! However, I'm still unable to see my created "sections" in the People tab in Canvas. All I see is a "Groups" tab, not my individual sections for my course. I could see my different sections in the People tab last semester.

I don't believe there has ever been a tabbed view of sections in the People view. There is a column which will list which sections each user is enrolled in, but that's basically the extent of the display on that page as far as I have ever seen. If your people page from your old course still looks that way, could you possibly post aa screenshot (not including any student info pro privacy reasons). I'd be curious to try to identify if your school/institution is running some sort of custom code or something that added the display of sections you're referring to.

I am and have been using the free version of Canvas. Below are the different sections that I was able to see in the People tab last semester. Each of the tabs (Fulton Cohort, Online 1 and Online 2) were my different sections (classes taught) within the same course.
