Comment Library overwrites comments already there...could it simply insert at the cursor instead?

The title sums it up. I'd rather the Comment Library selection paste at the current cursor location instead of wiping out anything that's already there. Or have a way to copy the comment from the Library (I didn't see a way) so I could paste it wherever I want. Thanks!
