Anyone notice that Students can't annotate on a Canvas Student Annotation Assignment with their touch screen chromebook

Some students are using Dell Touch-Screen capable Chromebooks. When they attempt to use the touchscreen to complete a Student Annotation Assignment the touch-screen just scrolls with the touch.
The students have to use the track-pad or a mouse to use the annotation tools.
Does anyone know of a setting on the Chromebook that will fix this?
