When an instructor enters their class calendar and drags an undated quiz or assignment to the date they want it to be due, the calendar defaults to 12:59am of that day, instead of 11:59pm of that day. We have been able to replicate this issue using multiple instructors and courses and wondered if this was an expected behavior or if this is an issue.

Are you sure that all your time zones are set correctly? There are three areas that time zones can be set in Canvas.
For example, I work for a college in Michigan, so our Canvas instance is set for EST. However, I live in Arizona, so I would set my user profile for Arizona time.

Thanks so much for your reply! Yes I am an admin and all time zones are set correctly, in all three areas, and also sub accounts. Additionally, we've tested this by masquerading as multiple instructors across multiple courses and sub-accounts. This issue also appears in our test and beta instances.
According to a previous post the default time can now be set at account/sub-account level ?
In April 2022 Instructure made it possible to change the default due date at account, sub account, and course level:
I just followed the steps you described, and I observed the same unexpected behavior. The course I used to reproduce the issue has a custom default due date of 1:00PM, but when I dragged and dropped an undated assignment onto the date in the calendar's month view, it became due at 12:59AM on that date.
