... focussed on Canvas Credentials, how does one set up similar from a Canvas course and LTI 1.3? Anything to consider?

For this type of issuance, it would depend on what the metric of participation is.
You could award the badge for the completion of an assigned, for a grade discussion board directly from within the LTI 1.3 interface. If instead you are focused more on just participating/contributing to a discussion board, you could set up a module with a requirement of contributing/commenting, and then award the badge for the completion of the module from the credentials LTI.

Just to clarify those steps, the first suggestion to setup the Canvas Course Badge requirements in the LTI to be awarding the badge for students that had completed the discussion with a certain point value. The requirement type in the badge tool would be the 'assignment grade' requirement. Note: This setup type would require the discussion to be graded first to award the badge.

The next suggestion would be to setup the module to be completed based on the Discussion being submitted. Then setting up the badging tool to award badges based on module completion.
