Is there a way to delete ALL announcements at once without having to check individually? Also, is there a way to copy over announcements without having them automatically publish?

No.  

There is a feature request for unpublising announcements on import though: https://community.canvaslms.com/ideas/1102-publish-and-unpublish-announcements?sr=search&searchId=6c....
