Echoing the crowd here this should be an available feature. If a question is not working but could be revamped as a different question type it should be simple to edit the question type.
I would recommend reviewing your setup for the quiz. Did you save the question after it was created? Are the questions perhaps part of a question group that is not pulling any or all of the question...

I would reach out to TII support, they would be able to look at the two submissions as well as the two assignments and see what may have caused the false negative.
Are you working on a Free For Teachers Canvas instance or your own institutional instance?
For an institutional instance, you can limit that anyone using a Free for Teachers Canvas account would not...
