User Not Found for Enrollment - Clever sync

We use Clever as our Single Sign on for students. Students can log into Clever and access other apps through the portal but cannot access Canvas. When I search for SIS import errors, I am finding these students marked as "User Not Found For Enrollment". Any ideas on how to fix this issue?
