Why do New Quizzes force you to edit questions in the Item Bank, then force you to create a copy of the item?

Item Banks in New Quizzes seem to be an obvious feature: let teachers re-use questions they've already written, for other exams later on. But the feature doesn't work, if you ever try to edit the questions.
If you try to edit a question from an Item Bank, New Quizzes forces you to edit it in the Item Bank. Why? I really don't know. Why can't the copied question and the banked question be different? It would be nice to use the banked questions to be templates for new questions, but New Quizzes doesn't allow that.
That wouldn't be so bad, but if the question has ever been used before (which is true of all copied questions), then it forces you to "edit a copy." Again, why? Why not consider the question you are trying to edit as the "copy" (which it already is), and let teachers write their quiz?
