Am I missing something or does it appear that any user with an admin role at the account level, regardless of assigned permissions, can edit and modify new quizzes? We have a custom role with only the following permissions assigned and it's what we're seeing.
Admin Analytics - view and export data
Analytics - view pages
Announcements - view
Course Content - view
Courses - view change logs
Courses - view list
Discussions - view
Grades - view all grades
Grades - view audit trail
Grades - view change logs
Groups - view all student groups
Notifications - view
Reports - manage
SIS Data - read
Statistics - view
Users - view list
Users - view login IDs
Users - view primary email address

I was able to look into this question. I was curious about this, myself.
In my testing, I was surprised to find out that the admin role has the ability to edit New Quizzes from the build screen no matter what permissions are in place...I also created an account role with the specific permissions you listed and was seeing the same thing.
It seems that has been an ongoing conversation taking place in the community over the last couple years. THIS feature request (not totally related to your post) was added to the community and discusses a possible New Quizzes Permission Set that could be configured for account roles.
