Description
When an ungraded discussion is converted to a graded discussion the assignment submissions aren’t prepopulated.
Expected Behavior
Assignments should have submissions prepopulated (run SubmissionLifecycleManager)
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisite: Create a course with at least one student

Create an ungraded discussion, save and publish

Edit the discussion to be graded

Check the submissions api (or Speedgrader) to see that the submissions have not been pre populated
