[Custom User Groups] Term Based Messaging

Problem statement:

As an admin, I would like to message by term. My institution recently made changes to have multiple start and end dates throughout the academic year. If I want to remind users about a Canvas function, such as publishing their course, I need to be able to message by term.

Proposed solution:

Allow admin to create a custom user group with conditions that include term.
