[Campaign Messages] Option to control message/campaign visibility - not show again after initial viewing

Problem statement:

Help manage unwanted messages and not irritate users. We recently posted a message that pronouns were available to be updated. Despite a special note on how to not see the message again, users were frustrated by it appearing repeatedly.

Proposed solution:

An optional checkbox to show messages only once. In addition to this, there could be a way to go back and view missed messages.
