Is it possible to make templates available for instructors to self apply to their courses via Course Copy or something like that? We currently share templates via Commons, but this is a pain because we need to replace the package there every time there is an update. We cannot add users to templates (nor would we want a workaround to add users to some sort of template, as they don't need the added clutter in their course list or Dashboard).

I think commons is the best way to do this if it's a faculty option. The only other way I know would be to create the template courses and add all of your faculty to them, but then any of those faculty could start making changes to the template itself and really causing a mess. Commons is much cleaner in terms of access and ensuring things aren't accidentally modified.

The institution I work in works with a few templates, one a little more interactive/advanced than the other depending on an instructor's needs. All we need to do in the instructional support team is copy the template over. It's my belief that high-level instructional designers made the template here, so your team could start discussions about making and implementing a sort of template that is easy to edit and accessible. Just my two cents!
It's easy from the instructional design end to create a showcase course and either copy content into a faculty shell or just send it directly to the faculty and they can drop it where they need. Here's a video of how that works (at the 5:16 mark).
