UI Questions for Enhanced Rubrics

I'm looking for some clarification on the following UI aspects of Enhanced Rubrics:

  1. What is the Location Used column's purpose. What options can be displayed in that column and what problem is it trying to solve? So far I've only seen "courses and assignments" displayed. Is that implying that you could use the same rubric across different courses?
  2. Scoring dropdown menu - is the purpose of this to change the order of the criteria based on whether or not it has been scored? If so, it seems as if this should an option when grading, not when building. 
  3. Display Number - what is the purpose of this field? There are already so many numbers on a rubric, extra numbers seems to add confusion. What problem is this field solving? 
  4. What is the benefit of saving a Rubric as a draft?
