Enhanced Rubrics Feedback and Bug - Will not be enabled for us in it's current state

The Enhanced Rubric creator definitely wants users to move to creating and managing rubrics in the Rubrics tool. Previously, we have taught this as part of the assignment creation process instead of as a separate area in Canvas. It works as intended, and the UI is helpful for adjusting criteria order and a few other things.
Import/Export works as intended. Imported rubrics appear as drafts until edited and saved.
Archive and un-archive works within a unit. We've yet to check whether or not archived rubrics are retained during a course copy.
The main notable difference between the 2 areas is that you cannot scale a criterion and maintain weighting in the Rubric tool. This will cause issues with our templates, which have all criteria set out of 100 by default. When editing a rubric on an assignment, you can easily scale all thresholds by just updating the weighting of a criterion, but in the Rubric tool you have to update each performance level one at a time. Experience tells me that this is going to cause more issues come marking time than we solve with the improved UI.
We really need to be able to scale a criterion and maintain the relative performance levels for this tool to work for us at scale.
Bug: We can currently view rubric as an instructor, however we can not view the rubric at all as a student. This can confirmed via both a test student account and student preview - the Rubric is only visible once the feature is disabled.
