Does Redshift support Sourceforge SQL Relay as a SQL Proxy?

University of Florida would like to connect our Cognos Server to the Redshift but don't want to expose it outside of our private network.  Has anyone used a product similar to SQL Proxy to have an IP address white-listed in Canvas Data Portal as a middleman?
