Customized feedback based on New Quiz results

I am trying to create a New Quiz that gives immediate customized feedback based on an individual student's results. Ideally, this looks like:

1. Create banks of questions based on success criteria.
2. For the quiz, give students 2-3 questions from each question bank.
3. Based on their results, students see automatic feedback about which success criteria they should review and direct them to reviews for that success criterion. (So different students would receive different feedback at the end of the quiz based on which success criteria they are still not meeting.)

What features of New Quiz and questions banks will help me with this? Do I need to use Speed Grader? Are Mastery Paths necessary for this?
