When I add captions to a video in Studio, if I see an issue with the text and want to change it, even one letter, I have to delete the whole caption file and re-upload it after changes. If I try to use the editor in Studio, I get "Changes could not be saved. Please check your connection and try again." Has anyone else had this issue?

The problem seems to be that Studio doesn't like to edit .VTT captions. After testing with .SRT captions, it seems to work fine on them.
Today Instructure reported on its status page that there is an ongoing AWS degradation that is affecting some Canvas features:

Please also contact your local technology support team as they will be better able to help with your instance of Canvas.

Thanks for your response. I just did a test of changing one character in a Canvas Studio caption and did so by selecting the link to the captions language on the Captions tab. The change was saved immediately. If you continue to encounter the problem you described, your local Canvas support team is the best place to get help. Unfortunately, it will be a challenge for us in the Community.

@MSGarretson you are correct, .VTT caption editing will be later supported.
