I have worked with our IT department but the html code they provided does not work with New quizzes. I have posted this idea but wanted to double check I'm not missing something.

From my quick testing (thank you for the code), New Quizzes does not support tabs. I tried your code in both the instructions textbook and in an essay question. I am not sure why New Quizzes does not support it.
Something that I did discover in the comment section of https://community.canvaslms.com/t5/Canvas-Question-Forum/Editing-HTML-in-New-Quizzes/m-p/521509, is that New Quizzes does support accordions.

It looks like enhanceable_content features have been under a deprecation notice since at least 2017, but Instructure has been kind enough not to remove them from where it has been working (since that would have likely broken some pages).
So it looks like they just didn't implement it in the New Quizzes pages. The "accordions" that @dbrace mentioned (details and summary tags) are standard HTML, and are probably a better choice.
