permissions for admin roles

I need to make an admin account that see all content for all courses, but I don't want them to have access to certain apps like Ally Configuration page and TurnitIn Configuration.
How can I disable those apps for all admins except the true Adminstrator role?

I don't think this is possible...but feel free to experiment by heavily restricting permissions at the account level with a custom role.
For account level roles, Manage LTI allows you to configure their ability to Add / Delete / Edit.
I did see that an idea was posted HERE back in 2020 that basically describes the outcome you are wanting.
