Is it possible to create an outcome for students to use to assess themselves and be tracked in the learning mastery grade book?

I'm sorry it's taken so long for you to get a response, @darmstrong. Since the outcomes have to be used as part of a rubric and students can't use the rubric to self-assess (they can to peer review), I thought initially that they could not. However, I found a solution using New Quizzes. There, you could align an outcome with a quiz question and get an outcomes report from the quiz (not the learning mastery gradebook).
What you could do is create a New Quiz with a question that asks the students if they have achieved the outcome and align the outcome with the question. A student who answers yes to the question then appears as if they have achieved mastery in the outcomes report for the New Quiz.
You mention the learning mastery gradebook in your question, and I did not see that connection in my testing. Based on a reply to a similar question on a blog post about New Quizzes and outcomes, the best option is to request tech support if those results are not appearing in the learning mastery gradebook. That response was posted two months ago and also states that sub-account outcome achievement assessment from New Quizzes is not being included in the learning mastery gradebook.
I’m going to mark this reply as a solution. I realize it does not solve your problem, but it will help our colleagues who have a similar question.
