Grateful if I can receive some assistance with an error that we're and have experienced in the past:
A user submitted an assignment prior to us changing the option to allow for 3 Attempts. After making this change however, the user is still unable to resubmit the assignment. Please advise what steps should be taken to rectify this issue.

Please ensure that the user trying to submit the assignment was not trying to submit after the due date, if you have one.
If your assignment does not have a due date, check the amount of submissions the student already submitted. Did you by chance have unlimited attempts enabled before? Has the user submitted the assignment 3+ times when that was available prior to you changing those settings? Those are some things to consider, as those are often the issues that occur with something like this.
A possible solution for this issue would be to go into your assignment settings, and under the "Assign To" box (I'll leave an photo attached below for you to view if necessary) and click the + Add button.
Then, enter the user's name (must be a student, or a user that has a role that has student-only privileges within your course), then add them. However, you are unable to change the submission attempts for only one student. Meaning, you would have to add a due date if you didn't already, then extend to the due date for the one student under the new Assign To tab you created with just that one user needed, then increase the submission attempt limit to 10. Users that in the Everyone Else box with the due date will still not be able to submit even if you change the multiple attempts limit after the due date for everyone else.
