New Submissions Override Comments on Prior Submissions

In Speedgrader, the comments now allow teachers to use the RCE tools; however, they can now only see comments made by teachers and students for the current submission.  It used to be the comments made for all submissions still showed up on the new submission.  Comments are viewable to the teacher only if they use the dropdown to view prior submissions.  It is beneficial for both teachers and students to see the comment history.

Has anyone else encountered this issue recently?  If yes, please help me get this escalated.

@lgibson3 It seems this may be a side-effect of using the Assignment Enhancements feature option. You may want to follow this feature idea related to this matter.
