New Quizzes won't work using "Send To" feature with embedded images

Hello,
I have a staff member who used the "Send To" feature to send a New Quiz to another staff member and I have come across an issue. In the instructions portion of the New Quiz there are two embedded images.
When I sent the New Quiz to myself with the two images embedded in the instructions, it imported as a Classic Quiz. The only thing that appeared was the Instructions with broken images even after migrating to a New Quiz.
When I sent the New Quiz to myself without the images, it imported as a New Quiz and I was able to see the Instructions (minus the embedded images) and all Item Banks.
This causes an issue with sending New Quizzes as some teacher paste images into the instructions for resources.
