Is there any way to give a role the ability to moderate quizzes without also giving it the ability to edit quizzes? Both permissions seem to be tied to the "Assignments and Quizzes - edit" option. We have a situation where we'd like users to be able to set accommodations, attempts, etc. without being able to edit the underlying quiz itself.
I have the same question. For a course where the instructor is facilitating a set assessment, they need to be able to moderate, but not edit. Hopefully we can split that permission in the future.
The same would apply to assignments where we would want separate permissions for grading assignments but no permission to edit the assignment or change the rubric used for the assignment.

Back in early 2017, I wrote a blog post about a custom "Viewer" role we had created (in my former role as a Canvas admin) where we turned off a bunch of permissions to not allow faculty to edit content in our "master" courses. I know some of the permissions on the back-end admin side of Canvas have changed since then, but I think what you are asking here in the second part of your question would be entirely possible. Maybe my blog post will give you some ideas of what you might try implementing in your own Canvas environment as a Canvas admin. As always, you might want to try these things out in your own "test" environment first before doing anything in your normal "production" environment.
Be sure to sign out of the "test" environment before returning to your normal "production" environment. 😉
