Is there a way to import non-QTI 1.2 & 2.x files into an Item Bank?

Is there a way to import non-QTI 1.2/2.X files into an Item Bank? Or do you have any suggestions on how to get regular QTI files imported and added as Item Banks to be used in NewQuizzes? We have some QTI files for question banks, but we are experiencing difficulty getting them added in Item Banks. We have tried importing the QTI files, adding them as Classic Quizzes, and then using the Migrate feature to turn it into a NewQuiz. Unfortunately, the questions being used in the NewQuiz version aren't added into an Item Bank to be pulled into other NewQuizzes.
Is there a way to convert the existing question banks into Item Banks?
