The control over downloads is set in the Zoom cloud recording settings, and I don't believe it can be accessed through the Zoom LTI Pro integration in Canvas. See https://support.zoom.us/hc/en-us/articles/360060240972-Managing-cloud-recording-settings
Specifically, you are looking for the Cloud recording downloads setting, under Settings > Recordings. If your local Zoom admin has locked or disabled this setting, you may not see it in your Zoom user settings.
