How to assign peer review groups after students have started to submit?

Instructor never got to manually assign groups and 4 students have posted/ submitting already. Students are just responding to the posts. Is manually setting up groups an option? I attempted to request Automatically Assigning groups but even-though Canvas shows my selections (3 peer reviews per user/ Automatically) students still show as not having been assign to a group. How can we best assign groups at this point? Thanks!
