How can I insert the option "Delivery type" "Online" when setting a task?

Are you talking about an assignment?

If so, here is the instructor page for setting the assignment submission method

Just note if you restrict the file types that it is just the letters no period - ie use   txt   not   .txt

To add to @Ron_Bowman's explanation, if you are looking to accept File Uploads to an assignment, you want to edit the Assignment in question.  In the Submission Type section, change the dropdown to "Online", and then check the box in front of "File Upload".  Make sure to also select Save at the bottom of the assignment's page to Save this change.
