Choose a File not working on question using classic quiz

I'm testing a quiz for my students and one of the questions is a file upload question. When I click on "Choose a File" a dialog box opens and I can select a file, but when I either double-click on the file or use the "Open" button to complete the action, I am returned to the question without the file being uploaded.
I've tried this on both jpg and png files, and it works with neither of them. I need a quick response if I'm going to use this question on the quiz.

I am not sure what the issue with the file upload question is, but an alternative could be to use an essay question. Students can use the Rich Content Editor to insert an image if that is what they need to submit. It is also possible to use the RCE to add a share link from something like Google drive or OneDrive. It would be an extra click or two for the instructor to view, but the student could submit a link to a folder with multiple items or a link to a single file.
