[Student Grades] Viewing Instructor Annotation Feedback on more than just the most recent attempt

Problem statement:

Currently, with the Assignment Enhancements-Student feature option enabled, students cannot view instructor annotation feedback on previous attempts on assignments. They can only view the feedback on the most recent attempt. This seems counterintuitive to best practice that students should have access to all work/feedback to improve and learn.

Proposed solution:

My proposed solution is that they should have the "View Submission" option on all attempts of the assignment as it supports student learning and improvement. They may need to refer back to that previous submission feedback at some point.
