[Speedgrader] Section filter in should be alphabetical

Problem statement:

In Speedgrader, the sections drop-down displays in order of creation. This leads to an inconsistent user experience and can make it difficult for teachers to find the appropriate section from the drop-down. The filters are listed alphabetically in other areas, including the recently updated Enhanced Gradebook.

Proposed solution:

I believe adjusting the section list to display alphabetically makes the most sense, particularly when dealing with a course with many sections. This will provide consistency across the various locations that Section filters are used.
